DDA has played a vital role in the development of regular fast-yet-to Delhi. The city has become a place of choice for more than 11 million people and this number continues to grow. The initial location of the proposed capital was north of the North Ridge. It was changed later in the present location about Raisina Hills. Known city planner Edward Lutyens and Herbert Baker planned the city of New Delhi in 1912. In 1937, the office was upgraded to a Nazul Improvement Trust, constituted under the provisions of the United Provinces Improvement Act, 1911, to control building operations and land use regulations. Independence of India in 1947 and results in increased population migration Delhi from 7 lakhs to 17 lakhs by 1951.
